Some information about cover in CoH
The primary form of cover in CoH is directional cover – the projectile will have to come from a specific direction to take advantage of it. Sandbags for an example, if you have a squad set up behind some sandbags only projectiles that arrive from the other side of the sand bags will have the cover penalties applied. This cover is dynamic and is based on the objects themselves, things like wrecked tanks that did not exist when the map was created will provide troops cover.
There is a 360 type of cover in the game, but it is only really used for things like craters and they will only ever supply light cover. Light cover does not save you from artillery, it only helps you against small arms fire (rifles, machine guns, etc.) – and not nearly as much as heavy cover would. The light cover is dynamic as well – as a Howitzer is peppering the battlefield with artillery the craters that are left behind will provide infantry with light cover.
Heavy Cover will provide some protection from artillery, but that artillery needs to have landed on the other side of the object providing the directional cover.
Also keep in mind there are weapons in the game designed to flush units out of cover – things like Grenades, Mortar, and Flamethrowers will decimate troops hiding immobile behind a large chunk of heavy cover.

I always thought Tanks were a good way to get that pesky infantry out of their defensive positions

With this current congress and president you better get all your gun licenses ASAP before they take all our rights away.
